quick question re: race server

For whatever reason, I can't chat on this latest install of halo on my computer. I also can't see any messages that pop up (like the rules, or which map to select at the end of a game). I have no idea how to auto jump in to the vehicles, and would really be helpful. Sometimes , when running across a map to get a vehicle, the admins think i am camping. I would like to figure out how to do this, thanks.
